An LA Times reporter was present to report on the council meeting. In addition, an El Monte citizen, who chose to remain anonymous, contacted Arthur Schaper to report that on 4/26/17 El Monte Mayor Quintero held a city meeting, for illegal aliens, at the Church of Nativity, violating the Brown Act in regard to official city protocol. This violation was also an issue and the focus of public comments. Opposition forces were present in the audience and hollered out of turn continually.
