MassResistance Reports on International Pro-Family Group's Huge Victory Against AB 2943

HUGE VICTORY:

A victory that no one thought was possible!

ALT TEXTOn the last day of the session, California State Assembly member Evan Low, sponsor of bill AB 2943, capitulated to pressure and pulled the bill from the floor. Low is considered the most aggressive member of the California LGBT Legislative caucus.
Absolutely everyone said that Bill AB 2943 bill was impossible to stop in the California Legislature. It was the crown jewel of the powerful LGBT lobby. Democrats supported it and Republicans were afraid to touch it. But MassResistance organized statewide and stopped it!
Bill AB 2943 would have banned all therapy or counseling for sexual orientation or “gender identity” issues, even promotion or descriptions of it. Legal groups said this would include Bible verses.
The bill flew through the State Assembly last spring. On August 16 it breezed through the Senate. But because the Senate added an amendment, it had to go through another Assembly vote. That seemed like a slam dunk.
There were then only 14 more days in the legislative session ending August 31 – little time to organize in the 80-member Assembly. Major pro-family groups in California were so sure it would pass that they told their supporters to start calling the Governor’s office to get him to veto it.
But MassResistance said: “No, we will stop it.”
Last month we stopped a similar bill in the Massachusetts Legislature, a furious fight which also went to the final day of the session.
California MassResistance Director Arthur Schaper, a brilliant and tireless organizer, worked night and day.
But California is huge, a considerable challenge. Using various methods, including analyzing the districts, the upcoming elections, and watching the interaction on the Assembly floor, Arthur identified about 20 assembly members who were most likely to waver – one way or the other. He focused on those. As time went on, that group grew to 24 as legislators’ fear began to show.
Arthur organized visits to lawmakers’ district offices, frequent phone calls by constituents, and lots of emailing. We produced a handout for legislators explaining the bill’s huge problems, and talking points for citizens. Most legislators had never heard the truth about this terrible bill, mostly just the LGBT propaganda.
One of the most powerful things Arthur did was to work with over 40 churches in key districts, including that of assemblyman Evan Low, the sponsor of the bill. Many of these churches had not been aware of bill AB 2943, and were very upset and became energized once they were informed.
Arthur also arranged meetings with high level staffers connected to key legislators. We think this had a big effect. For example, Arthur and Brian Camenker spoke with the LGBT Democratic caucus director the week before the end of the legislative session. We discussed the legal challenges they would face because this legislation is clearly unconstitutional. We talked about the lies being told by the LGBT lobby about reparative therapy, which would be exposed. And we also informed them that conservative groups would raise a lot of money if this passes and use it against members who voted for it. It appears that a lot of this sunk in.
As a result, day by day the support for the bill began to diminish, especially among Democrats in swing districts. A lot of members were getting jittery about this. Every day this past week the bill was on the Assembly’s daily schedule to be voted on. And each day it was skipped over once the day’s session started.
At approximately 10 a.m. on Friday, August 31, the bill’s sponsor, assembly member Evan Low, released a statement which the LA Times subsequently also emailed to us. He was officially pulling the bill. We had won! Not surprisingly, Low says he will try again next year with a modified bill. And we will be ready for him! This is one of the greatest MassResistance victories in our 25-year history.

Some important lessons learned

It’s likely that the legislators had never experienced this kind of full-court press from pro-family conservatives. We’ve learned that’s what it takes to prevail.
Even in the bluest, most aggressively left-wing state in the country, we can win if we are willing to fight, and be tireless and unrelenting. And it’s important to employ effective strategies. Too many pro-family conservatives simply want to do what they’re comfortable doing -- and that almost always fails.
Not giving up is extremely important. As we mentioned, virtually every California pro-family group had basically conceded that this would pass (though some kept a minor email effort going). If we had relented even a day or so sooner, this bill would have passed and become law.
It’s necessary to understand that this isn’t just simply Republicans versus Democrats, but, as Arthur says, “raw political action.” There are a lot of nuances and other factors involved that should be taken into account.
Finally, just because a legislator votes for something once or even twice, it doesn’t mean he can’t be persuaded to vote against it. It just takes the right kinds of pressure. As the late US Senator Everett Dirksen famously said, “When I feel the heat, I see the light.”

[NOTE: We usually wouldn’t mention this, but this time we’re going to. Since the news about AB 2943 became public, several national pro-family groups have already made great fanfare about it, taking credit for it, and of course raising money on it. Par for the course. We didn’t see them actually on the battlefield. It’s a bit aggravating.]

MassResistance California: Leading the Fight Against Counseling Ban Bill AB 2943

Over the last month, probably the most intense push in MassResistance history has been going on in California. The goal is to stop AB 2943, one of the most destructive anti-family bills ever introduced. Arthur Schaper, director of California MassResistance and our national Organization Director, has led the effort orchestrating a flood of constituent phone calls and emails to every legislator, plus personal visits and meetings with key legislators.
This bill is more onerous than anything ever seen before. As the Alliance Defending Freedom describes:
California AB 2943 makes it unlawful for any person to sell books, counseling services, or anything else that helps someone overcome unwanted same-sex attraction or gender identity confusion. As a result, it could be a violation if a pastor encourages a congregant to visit the church book store to purchase books that help people address sexual issues, perhaps including the Bible itself.
The outrage against this bill has swept across California. Many pro-family groups are encouraging people to contact legislators. But California MassResistance is going further -- working non-stop organizing on the ground and making sure the lobbying pressure happens.

Taking it directly to the legislators

It’s one thing for legislators to get some emails on a bill. But the rubber meets the road when they get people coming to their office to make the point in person. Then legislators (and their staff) understand the arguments and the emotions against it. And at the very least, it starts to unravel their knee-jerk support.
As part of that effort, we have provided a powerful handout for legislators describing what they need to know about this bill, along with talking points for volunteers, and we have posted other useful information.

The momentum against this bill has really been spreading. Even the Orange County Register  published a fairly scathing opinion piece against AB 2943. And shockingly, when the Assembly passed an almost identical version of this bill last spring, the far-left Los Angeles Times said they went too far!  It is so blatantly unconstitutional that the Pacific Justice Institute has already announced they will file a lawsuit if it becomes law.

Just one more day left in the legislative session!

The California State Legislature’s session ends at midnight this Friday, August 31. The bill passed the Senate on August 16. But it has been stalled for several days in the Assembly, clearly a result of the intense pro-family lobbying. But at this point it could be voted on at any time.

Can the Catholic Church Be "Redeemed"?

The latest expose of sexual perversions and cover-ups in the Catholic Church, specifically six dioceses in Pennsylvania, bring up the question: can the Catholic Church police its wayward, abusive priests?

The grand jury reports are stunning in what they uncovered. Priests who had raped, molested, abused children would confess to their superiors, and the priests higher up would basically pat them on the head, forgive them, and let them continue in ministry.

I have never seen anything like this.

The victims who testified, the men and women who came forward about the horrific abuse they suffered, must feel some sense of relief. Yet how do they square the teachings about the church, about the priesthood, with these unspeakable transgressions?

There are fundamental problems with the Catholic Religion, or the Catholic Institution. I don't think "church" is an applicable term anymore, and never should have been. The Church is the Body of Christ, and it is not limited to the large corporate religious institution based in Vatican City.

"And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it." (Matthew 16:18)

There are two words in this wordplay. Peter is "little rock", and then there's the word "rock", which refers to something much larger. Peter was not the foundation of the Church, as Catholic apologists claim. Jesus is the Rock, He is the Cornerstone. We are called to a person, not a community. We are called to Christ Jesus, not an institution.

There's more.

The Catholic religion teaches people that the priest stands in place of Christ Jesus, during the mass and in the parish for all ministerial purposes. Sorry, but I have a huge problem with that. He is not some infallible person. He is not the final authority on anything, including God's Word. Any common fisherman or tax collector can make sense and receive revelation through God's Word. In fact, they served as God's Secretaries to share the Gospel with the world!



As for everyone who believes in Jesus, we become priests, in fact a royal priesthood (1 Peter 2:9).

The Catholic religion also teaches that only certain people can be saints. That is a lie. When we believe on Jesus Christ, we are taken from death to life. We go from being sinners to saints.

The Catholic bureaucracy has put this massive institution ahead of Christ Jesus, ahead of the Body of Christ, ahead of the millions of men and women who want more than answers, but The Answer! Grace and Truth personified, that is Christ Jesus.

After decades of exposes showing that the Catholic churches throughout the world have been covering up crimes and corruptions of priests, nuns, and other ecclesiastical authorities, isn't it time for men and women of faith to leave the Catholic "church" and join themselves to Him who has been from the beginning? (1 John 2:15)

I remember my mother teaching us that my sister and I were Catholics because she was a Catholic, and then going backwards from there to all the ancestors before her. Today, I tell you that I would never attend a Catholic church again. As far back as 2009, I walked out of one Catholic church and committed to never going back. I got so tired of the priests begging for money because of one church scandal after another. Roger Mahoney was the Archbishop of Los Angeles, and he had to "shepherd" the church through one scandal after another, including the unprecedented 2002 lawsuit settlements, which cost $666 million . The Archdiocese had to sell of numerous properties and leverage along with leverage the multi-millions from a number of insurance companies.

And yet here were are 16 years later. Most of the most ardent Catholic critics are actually casting all these problems based on the Vatican II summit, in which the Catholic mass gave up the use of Latin and allowed the priest to look forward at the congregation.

Really? That's why the Catholic church is rife with sex, drugs, and financial scandal? Pat Buchanan has made that argument. "We need to go back to speaking in Latin. That will solve all the world's problems."

Unbelievable.

The truth is that this institution, like many of the other stale religious corporations, have long forgotten their First Love, Jesus (Revelation 2:4). These religions have placed all the power and authority in men, not in God. They have made man the final arbiter of truth, and that is wrong, too.

These institutions have treated tradition as the final determinant, which makes no sense. Tradition has a starting point. Truth does not. Priests, nuns, religious figures are not perfect people, and they are not gods on earth. They are fallible. The Catholic religion's strict adherence to the law of Moses, rather than the New Covenant of God's grace, ensures that sin breaks out all the worse in these institutions.

There is redemption for all of us, in Christ Jesus. God so loved the world, that He gave His only begotten Son (John 3:16). He did not then expect another religion, another set of customs to tie people down into bondage. Jesus came to give us the truth, and the Truth--Christ Jesus--makes us free.

What the McCain Mourning is Really All About

In a previous post, I reported that I do not particularly miss US Senator John McCain.

Yes, I voted for him when he ran for President, but I only voted for him in the 2008 general election. His "maverick' reputation had tainted him for me, since he had voted for liberal policies in the past, including his rejection of the Bush tax cuts in 2001. He also voted for climate alarmism, amnesty, and campaign finance "reform", in reality a form of political censorship. The legislation was so bad, that Washington Post columnist George Will had dedicated multiple broadsides against it.

Finally, the legislation was overturned in 2010. The five Supreme Court Justices who had ruled in favor of free speech stood their ground in spite of the abusive disrespect of President Barack Obama. Then came the full-borne floodgates of money, speech, and networking that exposed the political establishment for what it really was. With all that money pouring into television ads across the nation, Jeb Bush merely revealed to millions why he was a tired, unqualified candidate for the White House.

Hillary Clinton spent nearly twice as much as Trump, yet she still lost. Lipstick on a pig, no matter how rare or expensive, will not make beautify the beast. More money in politics has not corrupted the process, but has rather given more voices, groups, and interests the chances to make their case to the broader electorate. In the past, the incumbents scored most of the free press, and the challenges struggled to raise money because of stringent campaign finance laws.



As for climate alarmism, more nations are waking up to the more destructive agenda behind this move: government overreach into our daily lives. McCain wanted to make nice with liberal interests in the United States Senate. He wanted to place himself in the center, commanding demands over both sides of the aisle, to hold onto power the same way that swing justices on the Supreme Court would decide major cases.

There's no principle in that, no policy goals which work for the best of all Americans. McCain was out for himself, and he looked for every arbitrary means to make himself "independent."

What is all the mourningt about in the press, then? Why are we getting bombarded with some of the most average coverage, like "Meghan McCain cries over father's casket"? What did anyone expect her to do? Laugh? Make a field goal? Go to Disneyland?

This is a very trying, hard time for the entire family, and I respect that. The media is propping up their reporting on John McCain because he served as the most reliable foil, the most consistent thorn to conservatives across the country and to the Trump Administration in particular. John McCain served as the signal of never-ending dissension among Republicans. He helped the media continue this lie that President Trump does not really represent the GOP, and that the real estate mogul and reality TV star was a mere aberration.

John McCain was a polished, acceptable version of "The Resistance", a full on Establishment crony who never fought the DC Swamp, who put civility above constitutional civilization. He turned over the Steele Dossier in a brazen attempt to question, undermine, and render illegitimate the Trump Administration.

The press could play up their patriot credibility by fawning over John McCain, too, since he was a Vietnam War Veteran. This time around, however, all the gloating and love for McCain is falling on deaf ears. Most people don't take the mainstream networks seriously anymore. All the junk exposing McCain's anti-Trump, anti-Tea Party animus has come out.



McCain will go down as a veteran who worked for himself once he ascended the US Senate. Period.

We will also recall that his Trump Derangement Syndrome did a greater service purging the Republican Party of unhelpful RINOs who cared more about a globalist agenda that put Americans a distant second behind government and corporate interests.

McCain was all about McCain, and he became Big Media's darling because he hated Trump so much. That is all.

Open Letter to CA State Assembly: Oppose AB 2943

To the full members of the California State Assembly:

My name is Arthur Schaper, and I am the Organization Director for MassResistance.



We are an international pro-family group that makes a difference. We have chapters throughout the United States and the world, including Nigeria, Hong Kong, Mexico, and we are expanding our outreach into Chile and South Africa.

We urge each of you to reconsider your support for AB 2943 if you voted for the bill in May of this year. If you did not vote for this legislation, we appreciate your stance to protect the rights of all California citizens to seek the therapy which suits them most.

We urge you to respect the rights of reparative therapy, both practitioners and patients. This form of therapy does not rely on abuse of any kind, but has in fact saved countless lives from pain, hurt, and even suicide.

Furthermore, this legislation is a brazen violation of the First Amendment. Two institutions have already signaled that they will file lawsuits should this bill pass, and the Governor signs it into law. The Pacific Justice Center and Liberty Counsel have already announced intentions to sue. More interest groups will likely apply every legal measure possible to enjoin and then have this potential struck down.

NIFLA vs. Becerra  has already established that there is no "professional speech" exception or limitation for the First Amendment. SCOTUS will very likely strike down AB 2943 and in turn strike down all other reparative therapy bans throughout the country.



On behalf of MassResistance, and our thousands of members throughout the country--and within the state of California--we urge the State Assembly to withdraw this legislation and focus more on enhancing the freedom of choice, speech, and assembly which are guaranteed protections in both the California and the United States Constitutions.

HOLY CRAP! Caltrans Breaks the Law to Fight Yes on Prop 6 Campaign

Now this is just sickening on a whole new level.

The California state government agencies have colluded for decades to keep themselves rich with our tax dollars.

When does this insanity stop? They have gone so far as to instruct Caltrans workers to pass out literature on taxpayers' time to oppose Prop 6.

In Blatant Violation of State Law, Caltrans Work Crew Caught Stopping Traffic to Distribute Campaign Fliers Opposed to Prop 6 Gas Tax Repeal Initiative

Yes on Prop 6 Campaign Files Ethics Complaint with Three Law Enforcement Agencies
California state law expressly prohibits the use of taxpayer money to engage in a political campaign, but that’s exactly what happened on a busy California highway this week when a Caltrans work crew being paid taxpayer funds to work on a road project decided to use the project traffic calming process to stop traffic and hand out “No on Prop 6” campaign fliers. Traffic was delayed 18-24 minutes and motorists were furious with the clear violation of state law in using taxpayer monies to campaign.
Photos, video, and witness testimony of the incident was released at a press conference along with a Criminal Complaint alleging violation of numerous state and local laws. The campaign flier passed out clearly contains prohibited “express advocacy” language such as “Vote NO on Prop 6” and the Caltrans work crew member is caught on video admitting he was “working with Caltrans” and “They just told me to hand it out.”  
“There is absolutely no grey area here, Caltrans is caught in blatant violation of California law that prohibits the use of taxpayer funds for campaign activities or advocacy,” declared Carl DeMaio, Chairman of Yes on Prop 6 Gas Tax Repeal Initiative. “This proves once again that Caltrans simply cannot be trusted to do what is right with our gas tax funds – they literally are using gas tax funds to support the distribution of campaign materials to raise the gas tax on working families,” DeMaio noted.

The incident occurred along State Route 78 in San Diego County between Julian and Ramona on Tuesday, August 28, 2018 between 7am and 3pm. Caltrans contract and task order records confirm that a road project was scheduled for that very stretch of highway. A Caltrans contractor assigned to the project was photographed at this site along with a Caltrans vehicle and supervisor. California state law prohibits the use of private contractors paid for by taxpayer funds for any political purpose.
“We demand an immediate investigation into this incident, we demand prosecution of the individuals involved, and we insist that the Governor instruct Caltrans to immediately cease any activities that could be interpreted as campaign activities,” DeMaio concluded. 
The Criminal Complaint was submitted to the San Diego County District Attorney, California Highway Patrol, and the California Fair Political Practices Commission (FPPC). The alleged criminal violations are detailed below.
CRIMINAL VIOLATION - 1
California Government Code Section 8314 declares “It is unlawful for any elected state or local officer, including any state or local appointee, employee, or consultant, to use or permit others to use public resources for a campaign activity, or personal or other purposes which are not authorized by law.”
By utilizing and directing a taxpayer-funded vendor/consultant to distribute “express advocacy” campaign fliers while being compensated under a task order at a project site, Caltrans and Manhole Adjusting Inc., as well as employees involved in this incident, have all violated state law.  
CRIMINAL VIOLATION - 2
California Vehicle Code Division 11, Section 22000 declares No person shall bring a vehicle to a complete stop upon a highway so as to impede or block the normal and reasonable movement of traffic unless the stop is necessary for safe operation or in compliance with law.”
Respondent may argue that traffic needed to be slowed for the purpose of the work being performed, however, several witnesses reported that no work was being performed during the times that they were slowed and stopped for the distribution of the “express advocacy” campaign fliers.  
Additionally, even during times when road work was being performed by some of the Caltrans work crew, the appropriate action would be to merely slow traffic.  The extraordinary and excessive act of completely stopping traffic and impeding drivers from navigating without first taking the “express advocacy” campaign flier for No on Prop 6. 
Through these actions that had a significant impact on delaying and impeding the flow of traffic, Caltrans and Manhole Adjusting Inc, as well as each employee involved in this incident, have violated state law.  
CRIMINAL VIOLATION - 3
The Regulations of the Fair Political Practices Commission, Title 2, Division 6, California Code of Regulations Section 18420 declares: “Reporting Campaign Contributions and Expenditures by State or Local Government Agencies. (a) Any candidate or committee that receives contributions from a state or local government agency must report receipt of those contributions… Nothing in this regulation should be read as condoning or authorizing campaign-related activities by a state or local government agency. Under many circumstances, such activities may be illegal. See Penal Code section 424; Government Code section 54964.”
The Regulations of the Fair Political Practices Commission, Title Title 2, Division 6, California Code of Regulations Section 18421.1 declares: “Disclosure of the Making and Receipt of Contributions. (f) A nonmonetary contribution is "made" by the contributor, and "received" by the candidate or committee, on the earlier of the following dates: (1) The date that funds are expended by the contributor for goods or services, if the specific expenditure is made at the behest of the candidate or committee;
While the contribution by a state or local government agency is strictly prohibited under California law and any individual or government agency can be punished for such action, it is also against the law for the No on Prop 6 committee to receive and to fail to report any in-kind contribution from a third party in support of its campaign. 
In this case, No on Prop 6 actively provided campaign materials to government agents knowing that public funds would be utilized in covering the salaries of employees distributing the campaign fliers.  Through these actions, and failure to disclose the nature of the in-kind value of the contribution, the No on Prop 6 campaign has violated the California Political Reform Act and associated regulations.

MassResistance, the international pro-family group that makes a difference, has been working harder than ever before to combat a terrible bill in the California State Legislature: AB 2943. Churches and grassroots groups all over the state—and the country—have been fighting this bill, urging lawmakers to reject its passage.



This legislation, if passed and signed into law by Governor Brown, would essential reparative therapy, a former of counseling which has helped save countless lives. Specifically, this therapy helps adults who struggle with same-sex attraction or gender dysphoria.

So far, the legislation has stalled for nearly two weeks following its passage out of the State Senate with key amendments. “Growing opposition to this legislation is scaring off assemblymembers who had voted for this bill three months ago,” declared Arthur Schaper, Organization Director for MassResistance. “They should do the right thing and have this bill withdrawn from consideration for this legislative session.”

Sadly, despite the countless number of testimonies before the separate legislative committees and outside the state capitol, the current legislative majority has insisted on pursuing this very wrong-headed agenda. Therefore, MassResistance activists will continue to push for removal of this bill. The Legislature has until August 31st, 2018 to pass this bill, and they are getting closer to the constitutional deadline.

The latest Op-Ed in the Orange County Register should caution and concern legislators pursuing this course of action.” Jim Domen, leading pastor of Church United in Newport Beach, CA issued a stinging rebuke and warning to California legislators that this assault on faith, family, and freedom has awakened a “Compassionate giant.” Churches throughout the state of California has responded to this latest assault on their rights and values with massive demonstrations, calls, and visits to state assemblymembers’ offices.

“Not only is this legislation unconstitutional, but at least two institutions have already explored filing lawsuits should AB 2943 pass the legislature and get signed into law by Governor Brown,” Schaper continued. “This law would certainly get struck down at the United States Supreme Court, and with it all other reparative therapy bans across the country would be struck down, too.

“The California state legislature has invested so much in fighting the Trump Administration. This latest affront will not end well for the state of California or the LGBT Movement should they continue on this course of action.”
