West Covina: Major Victory for Californians Despite Small Setback

The West Covina City Council Meeting on April 3rd was crazy!

The city council chambers was packed, with police lined up along the walls. The seats were filled, and people were standing around the seats, too. The West Covina Fire Marshall arrived on scene to make sure that the exits remained opened. The city council also set up chairs outside the main chamber so that more people could sit and watch.

I had dashed to three other public meetings on April 3rd. I was not even sure I could get to the West Covina meeting on time or have the chance to speak during public comment.

But I made it.

The drive to West Covina from Fountain Valley was not as bad as I had feared. In fact, driving from Orange County up the 605 was one of the easiest drives I had ever taken. Everything fell into place so well.

I walked toward the city council chambers on the third floor of the building. Lo and behold, the Brown Nazis, including Veronica Tomas were there. One of them pushed his camera into my face, but I got passed them very quickly. They were furious, their faces covered in a demonic smile hoping to intimidate every citizen seeking to petition the government with a redress of grievances. They could not stop us.

I spoke with two officials outside the chambers. They informed me that there was still space, but it would probably be standing room only. Incredible! Yes, there were Brown Supremacists and open border bigots in the audience, but most of the people seated in the audience favored the rule of law and Mike Spence's agenda item to introduce discussing on opting out of SB 54.

I walked in quietly, meeting other friends from Riverside as well as Los Angeles County. There were faces in the city council chamber whom I have seen at other events, but I would have never expected to join us at the meeting.

Yet there they were! I was so impressed.

What an incredible victory! Check out the video segment I captured:

https://youtu.be/WM6An8tJlcQ

No matter how heated the audience grew, West Covina Mayor Mike Spence continued diligently to ensure that everyone spoke their peace, whether pro-illegal or pro-law enforcement.

The incredible number of patriots in the audience was really heart-warming. Members of the city, including residents who had never attended city council meetings before, stepped up and expressed their clear outrage with illegal immigration ravaging their communities and overwhelming our environment and way of life.

Some of the highlights of the evening included a statement from a West Covina resident who came legally from Canada. Fernando Garcia of Los Angeles told the audience about the dangers of sanctuary city policies. His daughter was molested by an illegal alien. Terrible.

Then Angel Mom Agnes Gibboney lit into the city council and the Brown Supremacists in the audience, demanding that they consider her life and her family, not the "plight" of illegal aliens. She can only hug a cold marble stone in a graveyard, while illegal alien families can embrace their children on the other side of the border in their home countries.

In spite of the open border Nazis who tried to flood the city council chambers, the patriots outnumbered and out-organized them. Such movement and charisma!

Oh, and how can I forget? State Senator Kevin De Leon arrived in West Covina precisely to speak out against any agenda item to end or upend SB 54. The illegal alien movement must be terrified if they had to bring in big guns like Kevin De Leon to stop any action on the item. Let's face it: the California Democratic Party will do anything they can to prevent any municipality in Los Angeles County from adopting actions similar to Huntington Beach, Los Alamitos, or Hesperia

But the better angels of Los Angeles County, the men and women fed up with rampant lawlessness and illegal immigration in this beautiful state and once-beautiful county, simply will not tolerate these arrogant elites having their way on our dime.

We are not going to tolerate it.

It's time to ramp up the pressure, everyone. We the People of the State of California have every right--and now mandate--to stand up to the anti-constitutional lawless of the California political class and put an end to this rampant illegal alien pandering in our cities and county.

The West Covina city council opted to do nothing on the SB 54 Agenda item request from Mayor Mike Spence. He made a motion, but none of his colleagues seconded the motion. Manifestly unacceptable.

--------

[Subject Heading]: West Covina City Council: Your Decision is Cowardly -- This Matter is not Settled at all

Dear West Covina City Council:

Aside from Mayor Mike Spence, I am disgusted and disappointed with your decision to take no action on SB 54, aka the California Sanctuary State law.

Each one of you took an oath of office to uphold and defend the United States Constitution as well as the state constitution.

However, when state law conflicts with and even seeks to frustrate the US Constitution or federal law, it is clear based on the Founding Charter of this country that federal constitutional and statutory mandates supersede state law:

This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.

You took a stand when you took that oath of office.

If you will not comply with that oath, then you need to resign from office and allow law-abiding West Covina citizens to take your place on the city council dais.

You must return the agenda item to address and denounce SB 54.

File a lawsuit against the state of California, or file an amicus brief with Huntington Beach's lawsuit.
Issue a resolution condemning SB 54 and upholding your oaths of office and the rule of law.
Direct your police department to cooperate fully with ICE and all other federal law enforcement officials.

I assure you, members of your community, the state of California, and voices around the country will continue to demands that this matter be taken up once again. You work for the citizens, not the other way around. If you can't follow the law, then your tenure in office should be terminated immediately.

Sincerely,

SAMPLE LETTR

If you would like to ask your city council to oppose the Sanctuary State Law, below is a sample letter and info that Arthur Schaper has been presenting to cities.

City of [CITY]
Agenda Report Date:
Ordinance Item No.:
To: Mayor & Members of the City Council
Via: City Manager
From:
Subject: Introduce Ordinance Adding Chapter X Constitution
of the United States Compliance

Summary: This is an opportunity to discuss the Council’s desire to show its resolve
and support for the Constitution of the United States by adopting a Resolution or
Ordinance.

Recommendations:

1. Introduce for first reading, read by title only, and waive further reading of
Ordinance No. X; and,
2. Title of Ordinance: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF [CITY], CALIFORNIA: CONSTITUTION OF THE UNITED STATES COMPLIANCE.”

Background and Discussion

The California Values Act (SB54) is contrary to the United States Constitution and
infringes on the rights of the citizens of the City of [CITY]. Furthermore, it affects
the City Council’s oath to support and defend the Constitution of the United States.
In view of this contradiction, it is impossible to comply with both the Constitution of the
United States and the Constitution of the State of California. When two governing
documents contradict each other, the order of precedence needs to be invoked and
followed.

In this situation, my belief is that the Constitution of the United States has precedence
over the Constitution of the State of California, so therefore I am proposing that the City
Council discuss and adopt Ordinance No. 2018-03 to exempt the City of [CITY]
from the California Values Act.

ORDINANCE NO. X
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF [CITY]CALIFORNIA, ADDING CHAPTER
X CONSTITUTION OF THE UNITED STATES COMPLIANCE

WHEREAS, the members of the City of [CITY] City Council have taken an
oath to support and defend the Constitution of the United States and the Constitution of
the State of California, and

WHEREAS, the State of California enacted SB54, called the California Values
Act, and

WHEREAS, the California Values Act is codified into Government Code Title 1,
Division 7, Chapter 17.25 entitled "Cooperation with Immigration Authorities", and
WHEREAS, the Council of the City of [CITY], a Charter City, finds that it is
impossible to honor our oath to support and defend the Constitution of the United
States and to be in compliance with California Government Code Title 1, Division 7,
Chapter 17.25, and

WHEREAS, employees of the City of [CITY], residents, business owners,
guests, visitors, employees and employees of the United States Department of Defense
who proudly serve our Nation while stationed on the Joint Forces Training Base, are
entitled to the protections afforded by the Constitution of the United States, the Bill of
Rights, and the Amendments to the Constitution, and

WHEREAS, employers, including the City of [CITY], operating within the
jurisdiction of the City of [CITY]who accept Federal Contracts and must comply
with Federal Law, including lawful requests for access to premises, and

WHEREAS, the entire Joint Forces Training Base may be required to comply
with Federal Laws and is wholly located within the boundaries of the City of [CITY], and

WHEREAS, the California Values Act may be in direct conflict with Federal Laws
and the Constitution of the United States;

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF [CITY]
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of [CITY], California finds that the
above recitals are true and correct and incorporates them by reference herein.
CC ORD 2018-03

SECTION 2. Chapter 9.30 Constitution of the United States Compliance is hereby
added to the [CITY]Municipal Code as follows:
X Constitution of the United States Compliance

The City of [CITY], a Charter City, does hereby exempt the City of [CITY]
from the California Values Act, Government Code Title 1, Division 7,
Chapter 17.25 and instead will comply with the appropriate Federal Laws and the
Constitution of the United States.

SECTION 3. If any section, subsection, subdivision, sentence, clause, phrase, or
portion of this Ordinance for any reason is held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such decision shall not affect the validity
of the remaining portions of this Ordinance. The City Council hereby declares that it
would have adopted this Ordinance, and each section, subsection, subdivision,
sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or
more sections, subsections, subdivisions, sentences, clauses, phrases, or portions
thereof be declared invalid or unconstitutional.

SECTION 4. The City Clerk shall certify as to the adoption of this Ordinance and shall
cause a summary thereof to be published within fifteen (15) days of the adoption and
shall post a Certified copy of this Ordinance, including the vote for and against the
same, in the Office of the City Clerk, in accordance with Government Code Section
36933.
PASSED, APPROVED, AND ADOPTED this 16th day of April, 2018.

Congress: Vote NO on #SatanSandwich Omnibus

To the members of Congress and President Trump:

I strongly urge you to vote against the Omnibus spending bill that funds Planned Parenthood, funds cities that are in violation of federal law because they harbor and protect illegal aliens, does not cut federal spending, and allocates no serious border security/wall funding like President Trump has promised.

Senate and House leadership are touting this bill because it increases military funding. No moral justification exists for funding baby murderers like Planned Parenthood in the name of military funding.

There is also no more justification for pushing this year's budget into a $1 Trillion deficit, saddling future generations with unsustainable debt.

The amendments for expanded background checks are baseless, too, especially without expanding recognition of national reciprocity for concealed-carry weapons permit holders.

GOP leadership - namely Ryan and McConnell - are trying to cover up a multitude of sins in this bill by hiding behind the smoke screen of increased military funding. It is wrong, and undermines the very service which our military personnel are providing for this country,

I will be watching how you vote so that in the upcoming 2018 midterm primary elections I will be better informed how to vote.

Again, I strongly urge you to VOTE NO on this Omnibus bill.

Ted Cruz: Time to End Sanctuary Cities

Fellow Conservative Patriot,

It’s been almost two years since Kate Steinle was murdered on a San Francisco pier – allegedly by an illegal alien who had just been released from a local jail.
While Ms. Steinle’s life was cut short by her murderer (she was just 32) on July 1, 2015, the crime was set in motion weeks earlier, when San Francisco became a “sanctuary city” and issued a memo that eliminated communication about illegal aliens with federal authorities.
That’s why I am leading the charge in the Senate to crack down on “sanctuary cities.”

American laws should protect American citizens, NOT violent predators who have no right to be in the USA!
The problem is there are too many radical mayors (not just in San Francisco, but also New York, Los Angeles, Chicago, and literally dozens more from coast to coast!) who are beholden to left-wing interest groups, do NOT respect American sovereignty.
They are ordering their police departments NOT to turn over illegal aliens to federal authorities.
How many more innocent people will be robbed, assaulted or even killed before “sanctuary city” mayors wake up?
Enough is enough!  The American people need to rise up, put a stop to this kind of lawlessness and deal with the crime wave that began when President Obama swung open our borders to millions of illegals from Mexico, El Salvador and points beyond.
For Liberty,
Ted Cruz

P.S. I am doing everything I can in the Senate to crack down on “sanctuary cities.”  But I am only one senator.  And frankly, this problem can’t be solved in Washington. It needs to be solved in the very cities across our country where violent illegal aliens are being protected from deportation by out-of-control mayors.

Democratic Panic and Terror: Delays Galore on California Sanctuary State Bill

The State Assembly Rules and Policy Committees are in the business of hearing bills, marking them up, shooting them down, doing everything they can in their power to ensure that the agenda of the Democratic Party and the leadership in the two chambers goes through as expected.

There is one problem that even Democrats have to deal with in the state assembly. The membership is still more moderate, even if there are a superminority of Republicans. The moderate Democrats are not keen on raising taxes. They are not too keen on anti-business policies which attack working people, either. Many of the representatives in the Central Valley region tend to be more conservative than some of the Republicans in Los Angeles County.

A large swath of the assembly Democrats depend on law enforcement for their support, as well.

So, when discussions arise regarding SB 54, the sanctuary state legislation designed to turn the entire state of California into a haven for illegal aliens, everyone of us can imagine that they are not to keen to vote for it.

SB 54 was originally introduced as an emergency bill which would go into effect immediately when signed into law by the governor. Yet even then the slim supermajority of Democrats in the state senate were not budging. They simply would not vote to allow illegal aliens who had committed violent, heinous crimes to stay in California, protected from ICE.

This legislation is so nutty, that even Democratic voters do not support it. Sanctuary state legislation will protect nothing but the political opportunism of State Senate President Kevin de Leon and his phalanx of La Raza hatemongers.

So, what's the latest on SB 54?

The opposition is bubbling over. Activists crashed Assemblyman Al Muratsuchi's office last week to voice their vocal opposition to SB 54:

More cities have issued letters in official and vocal opposition to SB 54, too.

Here's the latest update on the next committee hearing for the bill:

Just a follow up FYI  the next committee that will hear the SB 54 is the assembly appropriations.  And as I was explaining to the staff, Muratuchi will be voting in committee on SB 54 - the hearing probably will not be until Aug 23, as I just called the committee to find out the date

See the list of members - Muratuchi is on the appropriation committee

I gave the CA Assembly Appropriations Committee another call, and they established that the next hearing could take place on either August 23 or August 30.

It is crystal clear to anyone paying attention that the state assemblymembers behind the scenes are working hard to prevent this bill from coming before them. They simply do not want to vote on it. They don't want to feel the wrath of either the Left if they reject the bill, and the do not want to deal with the police and law enforcement unions, who are deeply concerned about the safety of their members.

Case in point: politicians are so desperate to be liked, especially the Democratic ones, that they would rather fall on their sword than vote for this terrible bill.

So what does that? We need to double down on every legislator and demand that they kill this bill!

Here are the members of the members of the Assembly Appropriations Committee.

Give them the heat until they see the light!

Use Autodialing Tool to Call State Assemblyman, Urge "No on SB 54!"

The Bernie Sanders movement "Our Revolution" released another email.

They are in full swing to push SB 54 to the finish law and turn California into an outlaw state.

Incredible.

They have even set up widgets on their eblast system to allow constituents to type in all their contact information. An automated program will call the person's phone and connect them with the office of their state assemblyman.

Well, let's beat these leftists at their own game.

Here is the link. Click here.

Fill out your contact information in the box on the right.

When the phone program connects you with your state assemblyman, tell them:

"NO on SB 54!"

Although Republican Assemblyman Travis Allen's bill to end sanctuary jurisdictions seeks to protect the public from criminal aliens, most likely this common sense bill will be voted down along a party line vote. However, still continue to call, email, and write in support of this bill.

Republican Assemblyman Travis Allen of Huntington Beach, CA is the author of AB 1252.

This bill would END sanctuary jurisdictions in California and would enact the Promoting Cooperative Law Enforcement to Detain Criminal Aliens and to Eliminate Sanctuary Jurisdiction Act of 2017. The bill would authorize a resident of the State of California to bring a civil action alleging that a city, county, or city and county is a sanctuary jurisdiction.
