Villanueva for Sheriff: Luna Would Have Done NOTHING About Venice

It’s been nearly two years since our Homeless Outreach Services Team (HOST) first went to the Venice Boardwalk. Local residents and business owners were frustrated at the lack of progress in assisting the homeless. ­ We can talk in circles about the atrocities that have happened in Venice over the years, especially as the encampments became ridden with violence, robbery and sexual assault. However, the truth is, the political apparatus of LA City has handcuffed law enforcement from effectively dealing with the exploding homeless population.   In the end, it was our HOST team that unclogged the bottleneck, got the homeless the help they needed, and pressured LA City officials to respond. ­ ­ My responsibility does not end at the limits of my jurisdiction.  This is about getting people the help they need while also regulating public space.   My opponent, Robert Luna, would have NEVER stepped foot in Venice to help the homeless.  ­ ­ ­ ­ I got the ball rolling and it worked. Dear LA County Board of Supervisors: Remove LA County Sheriff as Emergency-Management Chief

Dear LA County Supervisors:

My name is Arthur Schaper, and I am a resident of the Fourth Supervisory District, represented by Janice Hahn.

I recently read this article in the local press:

I cannot stress enough what a wise decision that would be.

He has been a disgrace to the county since he was "elected", and I submit to the Board that his election should be investigated, since I still believe that it was a matter of voter fraud, not voter franchise, that elected Mr. Villanueva.

His tenure has been marked by rank arrogance and disregard for the best interests and protections of the people of Los Angeles County.

1. He has restored and reinstated deputies accused and implicated in domestic violence against women.
2. He has dishonored veterans like Raul Rodriguez, who insisted on a meeting with the Sheriff. Instead of honoring this request, he exposed him to open shame, asking the rest of the audience if he should meet with him or not. The audience shot down this request, when our rights as constituents to meet with elected officials has nothing to do with the interest or will of the general public.
3. He has routinely undermined transparency related reforms in the Sheriff's Department.
4. Cost overruns are becoming the rule, not the exception in the LA County Sheriff's department.
5. His disdain for cooperation and enforcement of federal immigration laws will further cost county law enforcement and public safety needed federal dollars. Let's not forget that his corrupt opposition to cooperation with federal law enforcement officers puts more LA County lives at risk.
6. The LA County Sheriff Civilian Oversight Commission has faced routine frustrations to get answers on the operation and maintenance of the LA County Sheriff's Department. 
7. The celebrity related fiasco of the photos exposing the untimely demise of Kobe Bryant and his daughter to the public was quite disturbing.
8. Recently, the Sheriff attempted to shut down every gun store in the county, only to face rebuffing from LA County counsel, since his order exceeded the stay-at-home orders issued by Governor Gavin Newsom and the LA County Board of Supervisors. 
9. The decision to punish law-abiding businesses and gun owners is further marred by his routine decision to release an unprecedented number of prisoners from the LA County jails. Granted, state and federal officials have pointed out that the Coronavirus problem can spread very quickly in the jails. However, the innocent civilians in LA County communities should not have to succumb to more crime and abuse in the public square.
10. Last of all, it's clear that the Sheriff has no interest in working with fellow county partners and officials to combat the spread of the Coronavirus matter. It's clear that a team player with the best interests of all Angelenos must take the lead on Emergency Management.

Indeed, Mr. Villanueva is neither committed nor qualified to serve as Emergency-Management Chief. I would advise selecting retired Sheriff Jim McDonnell and appointing him to this task.

Open Statement to the LA County Sheriff (May 28, 2019)

First, I will commend the Sheriff for maintaining the process of his predecessor, which is to pose the names and release times of count inmates. These essential practices protect domestic violence victims who fear their perpetrators. Regardless of the outrage from progressive organizations, this process allows for federal law enforcement to take into custody malefactors who need to be removed from this country.

Those who oppose the removal of foreign national criminals from our country have expressed their larger agenda--the phasing out of the sovereignty of the United States and the imposition of Mexican rule or Aztlan rule or otherwise. This is a delusional farce which cannot be dismissed any longer.

I urge these proponents to review the Treaty of Guadalupe Hidalgo, the Mexican Cession of 1848. The Mexican nationals who resided in territories within the cession retained all property rights and received American citizenship. The President of the United States, James K. Polk, was prepared to respond to the larger interest of the Mexican population as a whole and annex the entire nation of Mexico. Those plans were thwarted when he lost control of Congress in 1846.

Now, regarding the federal statutes binding on the LA County Sheriff's department:

Our Constitution outlines our federal and by extension state and local governments’ commitment to the law of nations, as outlined in Article 1, Section 8 of our federal charter.

"To define and punish Piracies and Felonies committed on the high Seas, and Offenses against the Law of Nations;"

The law of nations requires a respect to borders, language and culture.

The Sheriff is defying the law of nations with his perverse insistence on undermining the rights and privileges of the citizens.

Consider this statement from Pope Pius XII:

"It is quite legitimate for nations to treat their differences as a sacred inheritance and guard them at all costs."

Stephen Harper, former Prime Minister of Canada, declared:

The fact is, the critical functions of laws and regulations and monetary and fiscal stability, among other things, are provided by nations, not global institutions.

The nation, with all its flaws, is a concrete reality. The “global community” is little more than a concept. 

The Sheriff's role is a concrete role. He is not supposed to interfere with federal law, federal laws. and the enforcement of those laws. Furthermore, his commitment to public safety should not hinge on halting or hindering cooperation with other law enforcement agencies.

This agenda to undermine the distinctions among nations and to erase the United States with Mexico is insensate, racist, and non-sensical.

The role of the Sheriff is to respect the laws of our nation, not just the statutes passed by the state of California or the county of Los Angeles. When there is a conflict, the conflict must be resolved. Courts have so far determined that charter cities are exempt from enforcement of SB 54. I believe that counties should assert similar home rule as soon as possible.

Residents in the city of Cudahy have shared alarm about allowing foreign nationals, illegal alien criminals, to hide safely, free from deportation in this city or any other municipality in the County of Los Angeles.

Reminder: the California Sheriff's Association opposed and remains opposed to SB 54, the so-called Sanctuary State Law, which ironically provides sanctuary to no one, including the legal immigrant and illegal alien populations. The phasing out of these necessary distinctions will invite nothing more than bloodshed and ongoing chaos.

I resent the repeated fraud from the LA County Sheriff Civilian Oversight Commission members that immigrants in our communities fear reporting crimes to local law enforcement. It is simply not true. Individuals in this country legally, regardless of their background, have nothing to fear. Victims of crime can request a special VISA to ensure safety and stability.

Last of all, I commend the Sheriff and department for hosting these town halls. I urge his department to host meetings in Lennox, Lawndale, or the Wiseburn region in the El Segundo/Hawthorne Corridor. I sense that the South Bay, and the Southwestern region of LA County is not getting the proper attention needed and those stakeholders need to know that the Sheriff has begun heeding the concerns of all county residents.

(Photo by David Rosenfeld) Undocumented immigrants, mental health and the treatment of inmates were among the subjects that caused tensions to flare in Carson this week during a town hall meeting of the Los Angeles County Civilian Oversight Commission. But for the commission, it was nothing new. The nine-member panel’s job is to advise the L.A. County Board of Supervisors and the Sheriff’s Department — and act as a bridge to the public. The board has done so since its 2016 creation in the wake of allegations of inmate abuse. But it’s a role that can often be fraught with controversy. More than 50 people attended the Tuesday evening, April 30, meeting at the Carson Community Center to voice their opinions on a range of law-enforcement issues. The commission, as is typical, mostly listened. “The town halls are an important part of the work we do,” said commission chairwoman Patti Giggans. “Our role is to be a bridge between the Sheriff’s Department and the community. “And,” she added, “also to hopefully promote trust between the community and the Sheriff’s Department.” But that’s easier said than done. The commission has looked into plenty already during Sheriff Alex Villanueva’s approximately six months in office, including recently ordering a 90-day investigation into secret deputy subgroups. The panel has also recommended the department increase the number of mental health professionals who can respond to emergency situations — which the department obeyed, Giggans said. “We don’t just listen,” she said. “Then we act.” The listening, though, can be just as challenging. Reggie Bunch, for example, criticized VIllanuena for his hiring practices. In January, the supervisors rebuked Villanueva for rehiring a deputy fired for allegations connected to domestic violence. Bunch, with inmate advocacy group Dignity and Power Now, said the department has a long way to go toward rooting out corruption at the jails and improving the treatment of inmates. “Villanueva is going out of his way to rehire those deemed unfit,” Bunch said. A group of activists opposed to undocumented immigration also showed up Tuesday. Some of them held signs and wore T-shirts bearing photos of people they say were killed by undocumented immigrants. They were there to fight against Villanueva’s February announcement that the Sheriff’s Department would eliminate 50 misdemeanor offenses normally requiring Customs and Immigration Enforcement to be notified Robin Hvidston, who is with the Remembrance Project, an anti-illegal immigration organization, was among the crowd. She said it was her goal to see those 50 misdemeanors put back on the list of offenses that can be reported to ICE. “Only in L.A. County can you not be deported for these crimes,” Hvidston said. Since Villanueva was sworn into office in December, the department has been the subject of heated public debate over how it balances a relationship with ICE. Villanueva, who ran on promises to kick ICE officials out of the jail, drew criticism from some of his supporters when, after just a week in office, he said ICE contractors would still be allowed at the jail. And while the Sheriff did eliminate those 50 misdemeanors, the department will still post the release date of inmates — often used by ICE to intercept undocumented immigrants upon their release. In the middle, of course, is the commission. “It’s very complicated,” Giggins said. “We are trying to sort it out to the best of our ability. It’s not going to satisfy any of us. Our job is to make sure the community understands what the sheriff is doing and what he plans to do.
