My dad was a public school English teacher in South San Francisco back in the 1960s-1980s, when it was (and probably still is) one of the worst performing districts in California. The administration was well-paid, the faculty, back in those days, was grossly underpaid, and the students learned nothing. My dad, an erudite, sophisticated European, was perpetually frustrated by a system that seemed determined to block all efforts at education. (He was there during the whole "ebonics" effort.)
