Last year, conservatives and other commonsense residents in the South Bay began fighting back against the Big Green Agenda that was eating away at city coffers and tying up city council meetings, particularly agendas.

Who was the Big Green Mafia Don behind this push?

Joe Galliani, aka 350 Joe, whom I also love to call The Big Green HO.

How much will you pay me?

He was pimping himself out big time for this climate alarmism agenda for the last four years, going out of his way to make the world a greener place.

Greener for himself, certainly, with a six-figure salary for himself leading the the Big Green Boondoggle which would oversee.

Hermosa Beach looked like the city that was going to topple into this wasteful program the fastest.

But Tracy Hopkins was fighting back every step of the way. She refused to let this communistic agenda creep its way into the city.

Redondo Beach was looking into the same program, and in March 2017, the city council seemed determined at all costs to push it.

Then some strange things started happening all over the region.

The CCA program met a number of brick walls. The programs were too costly. It was unthinkable that anyone would want to throw so much money at all of this.

In Torrance, a majority of the city councilmembers went along with seeking some kind of report on the program. In Redondo Beach, Councilwoman Laura Emdee said that she would approve a program of some kind, or at least an investigation into the program, provided that other projects were taken care of first. She asked for that amendment in the motion and direction to staff, and as a result, she still voted no on the item.

In Hermosa Beach, the residents pushed back very hard against expansive government programs of all kinds. The lack of transparency on a number of issues was very disconcerting to many people. I have been steadily amazed at how active and involved Hermosa Beach residents have become in the city, regardless of their political affiliation.

350 Joe lucked out in all of these cities. Torrance's investigation into Community Choice Aggregation has been shelved. I don't believe that any working majority on the city council will vote to move that bloated bureaucratic boondoggle any further.

So, it looks like 350 Joe's Big Green Dreams are going down into absolutely defeat!

This is a big victory. It shows that politics is about more than joining a political party. It's about motivating people and using power for good. It's about standing up for what is right and getting more people on board to work with you and help achieve those goals.

Joe Galliani was not just arrogant, but he had convinced other people to justify and prop up his arrogance. It was quite sad to see so many people fawning over this guy, like he was some kind of big green secular saint, when he was just another swamp-creature crony.

What do you mean?
This is my happy face.

One source has informed me that Galliani has gone on "hiatus." Would that be somewhere outside of the state of California? One can only hope.

For the time being, it's good to know that 350 Joe, the Big Green Ho is gone from the scene. Let's just hope he takes a hint and never comes back!

The link https://marinpost.org/blog/2017/5/17/mces-latest-ghg-numbers-put-agency-at-odds-with-reality discusses MCE’s skewed annual greenhouse gas (GHG) emission rate numbers, per yesterday’s MCE board meeting.  MCE’s numbers understate its actual emissions by nearly 40%.  MCE’s use of financial instruments to hide dirty energy, plus MCE’s failure to report other dirty power, may serve MCE’s bottom line, but your agency undermines truth & transparency for all consumers who truly want to make informed choices about their “clean” energy, and about climate change.    

In comparative terms, this latest emission year (CY2015) MCE claims a GHG emission rate that is 20% lower than PG&E's, yet your actual number is 30% higher than PG&E's. 

I request a meeting with you in order to discuss solving MCE’s persistent integrity problems.  

I note that you ceased communications with me in late 2014 when MCE’s CEO, Dawn Weisz, wrote me a letter that explained that altering MCE’s 2011 GHG number more than a year after-the-fact with paper certificates was a “true up.”  Per public records, Ms. Weisz altered MCE’s greenhouse gas number immediately before publicly advertising the GHG emission rate, prompting the attached PDF.

Victory for the People: CCA Quashed in San Bernardino

The Torrance City Council meeting did not vote the way that I wanted them.

Four of the city councilmembers had already expressed deep skepticism about Community Choice Aggregation.

Only one of them voted against continued study of the program. All of them need to vote against it!

So, there is progress. One city councilmember in Torrance is vividly opposed.

But CCA is hitting more roadblocks.

The San Bernardino Council of Governments met at the Old Train Station.

Lots of people from all over Southern California showed up to protest the proposal and to ensure that further study would be killed outright.

Fighting Communistic Anti-Choice Aggravation (CCA): Torrance CA

March 21, members of the Beach Cities Republicans went to the Redondo Beach City Council meeting to speak out against Community Choice Aggregation, or what I like to all Communistic Anti-Choice Aggravation.

It does not help the community, it does not promote choice and it aggregates power to the few at the expense of the rest.

This program is a drama of Big Green greed colluding with government interventionism, and all of it is based on false premises about climate change, as if it's the next catastrophe requiring massive government intervention, as well as eroding individual liberty and city sovereignty.

This program is bad.

We successfully lobbied against this terrible program, since the Redondo Beach City Council voted 1 against, 1 abstain, and two for the program. The City Manager announced that the measure failed.

But now the Redondo Beach City Attorney claims that the vote would signal that the program passes.

So, the Redondo Beach City Council has to revote. We will ensure that more people who support individual liberty and want to stop government boondoggles will be there.

Two weeks later, the Beach Cities Republicans challenged CCA in Torrance, CA again.

Remember when Mayor Pat Furey had shouted at me that this program was not on the horizon?

Well, I guess he wasn't telling the truth, was he?

So, here we were again speaking against CCA in Torrance:

It only got worse when it was crystal clear to the audience that the CCA promoters had not provided enough information to the public about what is really going on:

1. The "functional" CCAs still rely on conventional--i,e, dirty--energy, especially Marin County.

2. Joe Galliani is going to get a six-figure salary if the JPA is formed. Follow the money!

This whole program is about forcing a Big Green Agenda, eroding our rights and undermining our financial base.

It's wrong, and we cannot have this.

For the final vote, the city council agreed with staff's recommendations to continue study into CCA.

Milton Herring was the lone no vote, and I commend his wisdom to vote "No!"

I am not happy with the other six councilmembers.

Say No to Community Choice Aggregation: City Commissions Explains Why

Dear Commissioners, 

During my time on planning commission I analyzed many complex issues. Recently, I was made aware of Community Choice Aggregation and its potential implementation in Huntington Beach. After reviewing the history of CCAs and power generation, existing implementations and the stated pros and cons I must strongly recommend a NO vote on CCA for the following reasons: 

1. “Green Energy” and Renewables are a failure wherever they are implemented. Simply put, Renewables cannot compete with traditional sources of energy either fiscally or reliably. At this moment renewables are entirely dependent on subsidies from Federal and State sources. As we see in South Australia, over reliance on wind power has created severe blackouts.
2. “Greenwashing”. The only way CCAs can claim to “bring Green Power” to an area is with the complex shell game of RECs (Renewable Energy Certificates). Every time a renewable power plant generates one MW of energy a renewable energy certificate or REC is generated. Here energy consultant Jim Phelps describes the Shell Game of renewable energy certificates “Most of MCE’s (Marin Clean Energy) Deep Green energy is based on a paper trading scheme, known as a Renewable Energy Certificate (REC). Each REC is produced by a renewable energy resource, such as a windfarm in Washington or an industrial scale solar farm somewhere in the US. One REC represents one megawatt- hour (MWh) of energy from the windfarm. In the case of MCE, Washington keeps the wind energy and MCE buys its inexpensive RECs, giving MCE the right to tell everyone it is the one that’s green -- not the wind farm. But since MCE still needs to deliver actual electricity to its Marin customers, it purchases cheap gas-fired power, then reports that REC to governing agencies. Voila -- “clean” gas-fired energy! And it’s all perfectly legal. Legal, yes. But not particularly ethical or responsible to MCE customers, some of whom, thanks to MCE’s misleading marketing tactics, still believe they get “green electricity” through their light sockets.”
3. The Fallacy of energy “Delivery”. CCAs claim to “bring” green power to your area. From a REC presentation in 2011 comes the CA definition of “Energy Delivery” and how RECs are used to mislabel power. The Western Regional Grid is interconnected by nature, power cannot be “delivered” from one destination to the next due to the fungibility of electricity.

1. 1. For RPS compliance, electricity is deemed delivered if either generated at a location within state, or scheduled for consumption by California end-use retail customers. 
   2. Electricity generated by facilities located in-state or having their first point of interconnection to WEC transmission system in-state satisfies California RPS delivery requirements. 
   3. Electricity may be delivered into California, at different time than when RPS-certified facility generated electricity per Cal. Public Resources Code § 25741(a). 
   4. Delivered electricity may also be generated at a different location than that of RPS-certified facility. 
   5. PPA must include both RECs and electricity generated by facility as bundled commodity, and matching quantity of electricity must be delivered to in-state market hub (a.k.a. a “zone) or an in-state point of delivery (a.k.a. a “node”) which is located within California.
   6. For out-of-state generators, RPS-eligible generation from an out- of-state project that is “scheduled . . . into a California balancing authority without substituting electricity from another source” qualifies as an “in-state product.” Intended to enable out-of-state projects that have firm transmission rights and the corresponding right to schedule and deliver power into California to qualify for the most advantageous of the three (REC) portfolio categories as effectively an in-state bundled sale. May potentially provide broad exemption from limitations on transactions involving both firmed and shaped products and unbundled RECs for existing projects.

4) Current political climate. CCAs are entirely dependent on subsidized renewable energy. As we see with the Trump Administration's moves with EPA and pronouncements on Climate Change it is likely that subsidies for renewables will be curtailed. On March 16th OMB Director Mulvaney went so far as to say “As to Climate Change we’re not spending money on that anymore, we consider that a waste of your money”. If and When the subsidies are lowered or removed CCAs will no longer be viable yet the contracts binding SBCTA and other COGs will be in place jeopardizing consumer’s access to energy and opening the door to massive lawsuits.

5) The Key to Renewables is Storage. A lack of electrical energy storage facilities in transmission systems leads to a key limitation. Electrical energy must be generated at the same rate at which it is consumed. A sophisticated control system is required to ensure that the power generation very closely matches the demand. If the demand for power exceeds supply, the imbalance can cause generation plant(s) and transmission equipment to automatically disconnect and/or shut down to prevent damage. In the worst case, this may lead to a cascading series of shut downs and a major regional blackout. Examples include the US Northeast blackouts of 1965, 1977, 2003, and major blackouts in other US regions in 1996 and 2011. Electric transmission networks are interconnected into regional, national, and even continent wide networks to reduce the risk of such a failure by providing multiple redundant, alternative routes for power to flow should such shut downs occur. Transmission companies determine the maximum reliable capacity of each line (ordinarily less than its physical or thermal limit) to ensure that spare capacity is available in the event of a failure in another part of the network. 

A few weeks ago the ACC-OC held a meeting in HB regarding CCA implementation, here are a few quotes from the panelists that, inadvertently, make the case against CCA.

Jason Caudle, Deputy City Manager Lancaster: “you can't do it cheaper and greener then SCE, We have not seen cheaper energy” (this is a complete refutation of CCA’s viability)

“not as great a margin on residential service”

“PCIA (Power Charge Indifference Adjustment, the price consumer’s pay to be released from the IOU) must make SCE whole, we have no idea what that costs, SCE working on model now, biggest unknown for CCA”

“DOE says the stimulus money can be used for CCA”

Ryan Baron: Worked for the city of Orange for 12 years implementing environmental programs. 

“City will be in the energy business; very sophisticated business, you need experts, it’s expensive and risky to start JPA”

Dawn Weisz, CEO of Marin Clean Energy: “The tax subsidies are expiring; not a big deal, except for solar, New (electricity) storage will be required. (there is no viable solution for mass energy storage available)

“Low income people, big opportunity to get them on solar or a free car”

“MCE built $50 million surplus in the last seven years.” (remember, if they're making that much money it’s coming out of the ratepayers pocket)

As you can see, CCA will endanger ratepayers access to affordable energy and is far too risky to be implemented at this time.

Torrance City Council: Reject Community Choice Aggregation

To the Torrance City Council:

I was told that this Community Choice Aggregation program was not on the horizon.

But here we are today, discussing this program, whether the city should direct staff to continue exploring the costs of this program

Why not save ourselves, the staff, and the city’s taxpayers time and money.

CCA should be DOA. Community Choice Aggregation will not help the community, it will not promote choice, and it will aggregate power to the few at the expense of the rest.

The program is an unjust  and inefficient  invasion of the government

The proposed CCA JPA would inhibit local control of each city that participates.

CCA will not lower costs, but actually raise them. San Francisco had to suspend the program after  losing $4 million in investments. There are promises with no facts to back them up, and when the CCA fails, the taxpayers are stuck footing the bill.

Hermosa Beach is already reconsidering these proposals, since more residents are learning about the prohibitive costs associated with the program. The City of Lancaster has run into unprecedented cost overruns.

In Redondo Beach, the city must revote whether to continue further study into this wasteful Big Green Boondoggle. Councilwoman Laure Emdee reminded her colleagues that other pressing issues should receive the time and resources of city staff. I agree with her.

I would like to remind you that the man in charge of the South Bay Clean Power Advisory Committee is Joe Galliani. He clearly stated before the South Bay Air Quality Management District that the Torrance Refinery must be shut down. I could not disagree more with such an extreme policy. I concur with the 5-2 vote rejecting the resolution banning MHF last week.

Galliani has harassed residents in Hermosa Beach because of their support for carbon energy. He demeans all critics and skeptics of global warming as “climate deniers” and referred to the refinery  owners as “mafia dons.” He has personally attacked me and others. Such hostile behavior suggests desperation to silence dissent rather than welcome an honest discussion of fact, evidences, and biological proofs.

The pressure for non-carbon forms of energy is based on an epic number of skewed data and false science, all of which claim that heated, extensive government intervention is required, or we will all be drowned underneath melted polar icecaps. It’s not the case.

Reject CCA. Vote no on  Item 9C and cease wasting time and resources exploring this Big Green Boondoggle.

Beach Cities Republicans Update: Redondo Beach, CCA, and Sanctuary Cities, Oh My!

Hello Beach Cities Republicans!

We have seen some notable victories in the South Bay, despite the growing backlash againsnt Donald Trump.

1.       Rex Tillerson, Trump’s Secretary of State, has cut the fat out of the state department.

2.       The Keystone Pipeline has been approved.

3.       Jobs are up—way up: 238,000 added in the last month—more announcements to come

4.       ICE is arresting and deporting illegal aliens at a rapid pace.

5.       Conservatives including members of the Beach Cities Republicans) stormed corrupt, lawless Attorney General Xavier Becerra, and shut down his corrupt campaign stop/town hall in Ontario California

6.       Republican Art Kaskanian won a seat on the Gardena City Council (now the first Republican at this time on the council). Tasha Cerda, a Democrat who supported David Hadley, won her bid to be the next mayor of Gardena.

7.       Republicans attended the March 21 Redondo Beach City Council meeting, too, and witnessed the defeat of the Big Green Agenda, a fight which Hermosa Beach resident and BCR Secretary-Treasurer Tracy Hopkins has been waging for the last eight years.

Well … our side is very close to winning.

Apparently, Redondo Beach has to revote whether to pursue or abandon Community Choice Aggregation (CCA).

So, we need your help!

Easy Reader FAIL! Redondo Beach Has to Revote CCA

I have long suspected that Easy Reader News was more left-leaning than The Beach Reporter or even the Daily Breeze.

Once, the magazine displayed an elderly gay couple on the cover.

A number of families were really offended by that.

Another article focused on the plight of a wounded veteran who lost his home because of mismanagement from Wells Fargo.

A third story looked into the troubled background of a few store thieves who had wreaked havoc on a convenience store. It's a very left-wing world view that puts the needs of the criminal ahead of the needs of the community.

When the Hermosa Beach residents rose up to protest the Carbon Neutrality programs, Easy Reader maligned them as "riotous."

No, they weren't! That's very offensive.

Now I feel that my concerns are justified with what just happened in their report on the Redondo Beach City Council meeting from March 21, 2017.

That meeting was Mayor Steve Aspel's last full meeting.

I am sad to see him go.

I am even more sad at the notion that creepy Big Greenie Meanie Joe Galliani was going to bully another city council into going Community Choice Aggregation (CCA).

But our team of conservatives was ready to step up and fight.

At the end of the meeting, the city council posited a number of meaningful questions to Galliani and the city staffers. The commonsense questions focused on issues like "How much time will this take from city staff?" and "How much is this going to cost?"

Then came the final vote on whether to continue exploration of CCA.

Laura Emdee: No
Steve Sammarco: Abstain
Bill Brand: Yes
Christian Horvath: Yes

Now, as I understand Robert's Rules of Order, that means two "No" votes, since an abstention means no.

The mayor signaled that he had no idea what happens next, since such a voter result had never happened before.

The city manager declared that the motion failed.

YES!

But now the City Attorney claims that such a vote means passage?

I contacted someone in the city to explain. She told me that the city council will revote the issue, since there is so much confusion.

The Beach Reporter got that right.

But not Easy Reader!

They jumped into the narrative head-first, convinced that the Green proposal won!

When time came for a vote and direction, Councilman Christian Horvath, who has been leading the charge for a CCA in Redondo Beach, was joined by Councilman Bill Brand in voting to continue a study. Emdee voted against, while Sammarco quietly abstained.

As Councilwoman Martha Barbee left the meeting early with an illness, the vote initially seemed dead for want of a three-vote quorum.

However, according to Horvath, an assertion by City Manager Joe Hoefgen that the measure had died was found to be incorrect.

Sammarco did not respond to a request for comment.

Why does Christian Horvath have the final say on this? What about the city attorney? Or other city staffers?

This report went out in a very hasty fashion to say the least.

Easy Reader News is showing its left-leaning bias once again, pushing the Big Green agenda.

It's time to hold the local news as well as local elected officials accountable.

Until then, the Redondo Beach City Council must stage a re-vote on this contentious issue.

It's time for residents throughout the South Bay to recognize that the CCA nonsense is more government, less energy, and less accountability. President Donald Trump is already cutting the funding for these Joint Power Associations, which include Southern California Association of Governments (SCAG) and South Bay Council of Governments (SBCOG).

Do we need another one based on false premises and abortive opportunities in the South Bay? I say "NO!"

Global warming is just climate alarmism, a regressive scheme to expand the size of the state into our daily lives.

He called Tracy Hopkins and her husband Mark "climate deniers" in public.

He told me to "sit down" during a hearing in Hermosa Beach.

He also labeled former Hermosa Beach City Council candidate Ken Hartley a "Liar".

Joe is such a nice guy!

Of course, he didn't take the Redondo Beach City Manager's announcement all that well when the city council voted down further exploration into CCA.

When I confronted him about shaming Tracy and Mark Hopkins. he actually said "I don't know who they are."

Really?!

Then he asked me "Do you have a lie detector?"

When I told him that everyone can detect his lies, he responded "All five of your followers?"

If 350 Joe cannot tell the difference between a sweater jacket and a blouse, and he cannot tell the difference between 5 and 2, 176, what business doe he have trying to run a massive "Clean Energy" co-op?

Then he got really petty:

"Do you feel mocked? Do you talk about this in therapy?"

OUCH! It seems like 350 Joe's little feelings got hurt!

Then he resorted to the same bullying tactic used by the police during the Civil Rights Movement against black people fighting for their rights:

"You can keep your voice down, You're in public."

I wish that the reporter had given me eual time, but he just decided to walk away.

I guess I had to do his job in going after 350 Joe and his bullying Big Green agenda myself.

Oh well.

I strongly encourage anyone who is dealing with this guy to share the above video with staff and elected officials.

Someone with such latent disregard for others has no business pushing any kind of proposal or leading any co-op or board or anything else.

The lack of professionalism is striking. Why do these Big Green people have to resort to shaming and bullying others to make their case?

Because they are LYING! And that's why this Environmentalism fad leads to such abusive behavior from its most ardent adherents like 350 JOE!
