Torrance City Council: Oppose SB 54--No Sanctuary Cities

Good evening, Torrance City Council:

My name is Arthur Schaper, long-time resident of Torrance, CA, and a proud member of We the People Rising and the Remembrance Project.

A pressing issue affecting the state of California depends on whether state lawmakers will enact a “sanctuary state policy”, which would prevent law enforcement officials, from local to state, from cooperating with ICE and exchanging information for the detainment, capture, and deportation of illegal aliens in our communities.

 

I believe that the legislature should reject sanctuary state status, and should further end sanctuary cities.

Here are five reasons why:

These five Americans—plus  an average of 25 per day—are killed by illegal aliens. Where was their sanctuary?

I am urging the city council to adopt a resolution condemning sanctuary cities and signaling their opposition to SB 54, which has been misnamed “The Values Act”, but which would enact that sanctuary state policy I had mentioned.

West Covina has already done so. State Senator Joel  Anderson will be hosting a press conference condemning SB 54. The conference takes place tomorrow, in front of West Covina City Hall at 3pm.  I have invited every councilmember to attend. I hope that one of you will go

And now, I want to get this issue resolved.

Is Torrance, CA a sanctuary city?

 

Why I still have questions is based on the following memo from the Torrance Police Department:

The Torrance Police Dept (TPD) issued its ICE Detainers Training Bulletin 014-07 on 22 July 2014 establishing a de facto “sanctuary city” policy – review the bulletin here.

It based its TPD enforcement policy upon a legal decision in Oregon where the judge determined ICE detainers were not mandatory and aggressive posturing of ACLU threats for future lawsuits if cities did not adhere to the perspective that ICE detainers are not mandatory .

 

Does the Torrance Police Department comply with all ICE detainers? Does the Torrance Police Department comply with all federal laws relating to illegal immigration? I request an answer on this matter.

(Some) Justice for Marcello Bisarello

There has been some justice--some--for Marcello Bisarello and his family.

The young Marcello was killed by a drunk driver illegal alien in November, 2015.

Barely two weeks later, We the People Rising went on our enforcement tour to the FBI, then Congressman Ted Lieu's office, then the US Attorney's office.

It was overwhelming then, and it is very sad now.

I can't believe this case took nearly two years to finish.

And what will the multiple-deportee get for killing Young Marcello?

15 years MINUS time served.

So, he will be out of prison in two or three years, then?!

According to the OC Register, at the time of the crash, Ramon Horta was driving on a suspended license for a previous DUI conviction.  Photo in front of the courtroom on the day the case was settled. Horta was initially charged with second-degree murder but the count was dismissed as part of a plea agreement. In 2001, Horta pleaded guilty to possession of a controlled substance with intent to sell and driving on a suspended license and was sentenced to nine months in jail, according to court records. In 2005, he was convicted of felony possession of a controlled substance and was sentenced to 16 months in prison. When Eva noticed the image of Marcello on Vaughn’s shirt, she became teary and asked about it. We all introduced ourselves and explained who we were. Eva said that Deputy District Attorney Birney had mentioned that we had attended previous hearings. The Victim’s Advocate arrived and provided support and guidance throughout the proceedings for the ladies. She read Eva’s heartrending impact statement while the interpreter translated to the prisoner. After the judge THOROUGHLY ensured that the killer was apprised of his MANY “rights”, a plea was agreed to and he was sentenced to the maximum: 15 years minus time served. Outside the courtroom, Deputy D.A. Birney spoke at length with Eva and Mary, and then he approached us. He said the sentence was fair given that it was the maximum possible for the charges…but nothing was really “fair” when there was a loss of life. He reassured us that the killer would be deported after serving the time. We spoke with Eva and Mary and exchanged contact information--they were both, understandably, emotional but remained poised. They thanked us repeatedly for being there, hugs were exchanged. They said they wanted to stay in touch with The Remembrance Project. Here’s another family who will have to, as Eva’s impact statement said, go to the cemetery to visit their loved ones on holidays and birthdays. One Year Anniversary: Marcello Bisarello of California Killed By An Illegal Alien

The death of an American citizen on American soil by a foreign national ... here illegally ...

Such criminal behavior is inexcusable. Our government is negligent, complicit in this deriliction of duty.

Marcello Bisarello was sitting on a curb in Santa Ana, California, when a drunk illegal alien was careening down the street, and struck Marcello.

Bisarello died November 3, 2015.

The Orange County Register reported non-chalantly that he was killed by a drunk-driver illegal alien.

Robin Hvidston, the California Director for the Remembrance Project, prepared a memorial placard for this young man within one week of his death last year.

I first found out about this tragic death two weeks later, when We the People Rising were headed to the FBI to report on the criminal conduct of the Huntington Park City Council and the illegal aliens whom they appointed to two city commissions.

How many more have to die? How many more illegals will violate our nation's laws before they are removed?

The media do not blink anymore when reporting on the death of Americans by illegals.

These criminals should not be in the country.

PERIOD.

Marcello Bisarello would still be alive today, if not for this senseless lawlessness.

When will the hatred of citizenship stop in our nation?

Please keep Marcello Bisarello in mind.

Our thoughts and prayers rest with the friends and family of this young man.
