Top Two Primary Explained   In 2011, the Top Two Law was enacted. The Top Two allows only the top two vote getters in Congressional and Statewide Elective Offices to move on to the general election after the primary election. This is NOT representative government. It was sold to the public based by proponents who said that the Top Two would provide for more “conservative” or “centrist” candidates from which to choose in the primary election when, in fact, in all three elections since the Top Two went into effect (2012, 2014, 2016) more "liberal" incumbents retained their seats and more "liberal" candidates won the plurality of their races.    Example of Negative Impact of the Top Two   In 2016, 34 candidates ran for the U.S. Senate. Because of the Top Two primary, only the top two vote getters moved on to the general election AND, because they were both members of the same Party, all other Parties, 5 in number, and 32 candidates were dropped, not allowed to appear on the general election ballot.    What the Repeal of the Top Two would do.   The repeal would take the language that created the Top Two out of the Constitution and allow the top vote getter in each Party to appear on the general election ballot. That's representative government.   Get a Petition to Repeal the Top Two   Go to: www.stoptop2.com to download, sign, and mail a signed petition to the address indicated above.     Tom Palzer President Foundation to Stop Top 2 LLC

Call To Action: Ready to Get Rid of Top Two?!

A CALL TO ACTION! ARE YOU READY TO GET RID OF THE TOP TWO? Guess what! So are voters from every Party and organizations throughout the State. We need to act NOW. Help circulate petitions, send in a contribution, and urge your contacts to do the same. Get your petitions signed quickly and mail them back to me ASAP! GoFundMe: Help Repeal Top Two Prop 14 in California

I personally endorse every effort possible to end Prop 14, the jungle primary initiative which has further limited the power political parties, but even worse has hindered the rights of every Californian to vote for qualified candidates regardless of party.

The Top Two "Reform" has given us nothing but Democratic candidates, especially at the statewide level. In 2016, two Democrats were running for the United States Senate.

This is beyond disastrous.

We just cannot have a thriving, vibrant democratic political culture if choices are taken away from us and we get sandbagged with liberal vs. liberal.

We need choices, and we need to allow for multiple parties and candidates to run.

We also need to enable write-in candidacies, which will empower us all the more to network for the best candidates when the establishment choices are completely unacceptable to us.

The Top Two Candidates Open Primary Law in California is a bad law (formerly Proposition 14).  It allows only the Top Two vote-getters in Congressional and State Elective Offices to move forward to the general election.  All other Parties and candidates do not appear on the general election ballot.  That's not representative government.  The top vote-getter of each Party should appear on the general election ballot. As an example, 34 candidates ran for the U.S. Senate from California.  The top two vote-getters in that race were both members of the same Political Party.  That's NOT representative government. I filed an Initiative to repeal the Top Two in August.  Petitions will become available in late October or early November.  Funds are needed to pay for the cost of the petitions, including printing, distribution (mailing), collection and filing with county election officials and travel expenses.  This is a huge State. I'm retired.  I have done this on my own, putting in over $175,000 of my time and several thousand dollars out-of-pocket.  I live on my pension and social security.  I have the support of 5 out of 6 California's Parties with the 6th to come onboard in October.  But, the need for working capital to hire staff and take on the costs indicated above, is now. A CHALLENGE TO THE STATES TOP TWO ACT IS BEING PURSUED BY THE FOUNDATION TO STOP TOP 2 LLC.   THE FOUNDATION SEEKS TO PLACE THE INITIATIVE TO REPEAL ON THE 2018 BALLOT.

THE TOP TWO CANDIDATES OPEN PRIMARY ACT WAS PROPOSED BY THE STATE ASSEMBLY AND ENACTED IN 2011.  THE ACT PERMITS ONLY THE TOP TWO CANDIDATES WITH THE MOST VOTES IN THE PRIMARY ELECTION TO MOVE ON TO THE GENERAL ELECTION, MEANING THAT NO OTHER CANDIDATES APPEAR ON THE GENERAL ELECTION BALLOT.  THE ACT EFFECTS STATE ASSEMBLY, STATE SENATE, HOUSE OF REPRESENTATIVES, AND U.S. SENATE RACES.

Libertarian Party Members Want to Repeal Prop 14

This is great news.

If anyone should be outraged and frustrated with Prop 14, it's the third parties.

Greens, Libertarians, and the Peace and Freedom Party among others have raised significant alarm at these destructive policies.

This Top Two primary has not created more moderate candidates, but has forced voters to select the most offensive candidates on the ballot--or not vote at all!
