Claremont Institute: Florida Shines the Pathway for School Choice



 The Sunshine State’s education reforms are a model for the nation.

Reforming education involves the notoriously difficult task of reforming bureaucracies. Legislatures and governors can pass laws that demand change, but education bureaucracies are notorious for simply absorbing reforms without changing their ways. This is why former Secretary of Education William Bennett called them “the blob.” Florida has not only taken action to force the blob to change, but it has also reoriented the blob with new standards. Though blobs are gonna blob, Gov. DeSantis’s determined administration, combined with other reforms, has resulted in the best chance to reform a state education system in two generations.

Florida has used its political and financial control to implement a plan to reconstitute its K-12 system, as we show in a new report from Claremont’s Center for the American Way of Life and the Idaho Freedom Foundation. Florida’s blueprint, which eliminates old standards while imposing new ones, provides a model for the rest of the country.

Florida’s two new parental bills of rights (one passed in 2022, the other in 2023) require local school districts to provide parents access to curriculum, assessments, and instructional materials. Parents can opt out of nonacademic surveys. The bills prohibit instructional practices based on assumptions of race essentialism or scapegoating and ban the use of radical gender theories and transgender ideology in K-8 classrooms. While many states have aspirational parental bills of rights, Florida puts teeth in theirs. Parents can sue districts for declaratory judgments and injunctive relief against violations, and can receive reasonable attorney fees; or the Florida Board of Education can appoint a special master, at school district expense, to investigate alleged violations. The Florida Department of Education (FDE) can also withhold funds to pay school board members or administrators (according to Florida regulations).

The FDE directed school districts to desist from applying transgender student policies and gender support plans that hide student name changes, pronoun use, or desire to transition from parents. The FDE also investigated school district racial equity policies and directed the districts to update their policies to comply with state law, which prohibits schools from promoting race essentialism or scapegoating.

Public school librarians are required to receive training on “material harmful to minors,” a legal definition which includes obscenity and pornography. School boards must adopt procedures for the removal and discontinuation of books based on their alignment to state standards. The FDE publishes a list of materials that have been removed or discontinued by school boards as the result of an objection and disseminates the list to school districts for their consideration. Failure to adhere to the policy results in administrative fines.

Florida’s most celebrated accomplishment is the creation of Education Savings Accounts (ESA) for all K-12 students. As a result, more students every year can leave public schools for private options or homeschooling. These accounts permit families to withdraw from district schools and receive an ESA of around $8,700, which can be used to pay qualified education-related expenses, such as tuition or tutoring. In 2023, when the program was robust but not yet universal, nearly 13 percent of Florida students were in private schools, five percent were homeschooled, and 13 percent were in charter schools. These numbers are going to rise as the numbers of students using ESAs has increased from under 250,000 last year to more than 400,000 this coming year. More students are draining from the public system.

The greatest virtue of the DeSantis education blueprint is that it does not settle for the old conservative playbook of school choice. He has organized a respectable, conservative group of scholars to reorient the entire K-12 education system through the promulgation of new state standards in English Language Arts, MathematicsSocial StudiesCivic Literacy, and Health Education. The English standards cover a vast number of titles and literary periods, including sections on the Greeks, the Renaissance, and the Romantics, in addition to American literature. Standards are content-based, which has been demonstrated to improve literacy by grounding reading in a matrix of meaning. The standards are so good, its critics have been reduced to making the spurious charge of racism.

Florida has leveraged its new standards to get revisions from textbook and curriculum manufacturers. It also plans to leverage state standards to change teacher preparation programs. At the same time, Florida no longer requires an education-specific degree to teach in public schools. Teachers can now get temporary certification for up to five years. Forty-two percent of Florida teachers have alternative certification, far more than in most other states. The new standards, combined with openness to alternative certification, mean that Ed schools will either have to adapt or wither on the vine.

The job is hardly finished in Florida. Efforts to expunge wokeness from its system are under threat, including from litigation on school librariesunions, and gender transitioning. Persistent practices remain in the system. K-12 Diversity, Equity, and Inclusion offices, of which there are at least 30 in the state’s 67 school districts, could be disbanded. “Restorative Justice” programs should be shut down and replaced with traditional discipline standards. Social-Emotional Learning and abstinence-in-name-only sex education programs should be abandoned. Squeezing poor practices out will require continued vigilant oversight from the state Department of Education and from likeminded parents. More wins at the school board level are necessary.

Florida’s new state standards will take time to reorient the system. Also, they cannot take root in hostile soil. Both battles—curricular and administrative—must be fought at the same time, so this will be a long slog. Gov. DeSantis and Florida have provided the blueprint for other states to reconstitute their education systems—and have shown determination in the fight.

 And notice his last remark in the video above: "If it doesn't work, you will be the first to know." 

 Yeah, many people would find out ... when they dropped dead! This is not leadership. Real leaderss can admit when they made a mistake. Real leaders can accept that they did the wrong thing, that they should not have pushed such a risky substance in the first place. Of course, Trump shouldn't have gone all in on locking down the country and turning over power to Anthony Fauci.

Lockdown Don: "I Shut Down the Country"




Donald Trump is his own ad against his renomination: We cannot ignore the fact that he shut down the country. He gave into the COVID-19 hysteria, he never relented. He allowed Anthony Fauci to call all the shots. 

He slammed and shamed governors who opposed the lockdowns or who opened up early. Granted, much of the worst damage was done by blue state governors (many of whom Donald Trump has praised, by the way), but international companies like the cruise industry and other industries were horribly impacted by his perverse, stupid, vile decision to lock down the country following the COVID-19 outbreaks.

In 2016, Donald Trump campaigned on pursuing charges against Hillary Clinton for erasing those 30,000 emails. Then in 2017, he reneged on that promise: What happened to that promise? Why did Trump renege? The fact that Trump backed off from this core campaign promise is a big part of the reason this country and the rule of law is collapsing now. 




 If Crooked Hillary could get away with violating federal law and dishonoring the American public, what would stop other Democrats from doing the same thing? The Democrat Party does not hold back from persecuting their political enemies via trumped-up charges (pun intended). Trump needed to go after Hillary Clinton.

And he didn't. 

 He didn't lock her up, and now they are seeking to lock him up.

Save California: Two Bad Bills Stalled (So Far)

Thank you if you've left one or more messages against one or both of the worst anti-parent bills in Sacramento.

So far, despite the California State Senate returning this week, no votes have occurred on AB 665 and AB 957. So please keep calling! Tonight, Friday night, and this weekend are strategic times to leave anonymous voicemail messages standing up for dads and moms!

Remember how horrid these Democrat-authored bills are:

AB 665 would eliminate existing parental consent before children as young as 12 years old can be taken away to a “residential shelter” and given drugs (“mental health treatment”). And despite the deceptive claims of the author and sponsor, there's neither a "homeless" precondition nor any parental notification that's enforceable or guaranteed. AB 665 is the emancipation of 12-year-olds, equipping the Establishment Left to take kids from parents for any reason.

AB 957 would instruct family court judges to disfavor parents who have moral objections to their child “transitioning,” and don’t “affirm” a biological boy claiming to a "girl," or a biological girl claiming to be a "boy." Even the Democrat-control Legislative Counsel's office says AB 957 regards a "parent’s affirmation of the child’s gender identity or gender expression" as essential to "the health, safety, and welfare of the child." This bill would mean moral or religious parents in child custody cases, who go with reality, would lose!

LGBT Hate: Man Convicted of "Gender Violence" for Calling a Man, a Man

Dear Arthur,

A man named Salma Luévano is a man. He is a national legislator in Mexico. He is a man. He has always been male. He is male now.

He thinks he is a woman. He is deluded.

And now his delusion is leading to the punishment of another man, a good man named Rodrigo Iván Cortés who was a Congressman in Mexico and whose picture you see above. Rodrigo is a faithful Catholic and a family man.

The crime Rodrigo has been convicted of is referring to Luévano as a man. You read that right. Rodrigo, who is a friend of C-Fam’s, has been convicted of telling the truth about the sex of another man.

His conviction was just upheld by the Mexican high court. He has been convicted of “gender-based violence” for calling a man a man.

This is outrageous. Consider this. Rodrigo’s Tweets referring to Luévano as a man came as a response to the anti-Catholic bigotry of Luévano who mocked Catholic teaching on human sexuality as “hate speech.”

This is the world we live in now. This is the world the sexual left wants to impose on all of us, including on you and me.

They would love to convict me of hate crimes for calling Luévano a man. Luévano is a man. He is not a woman. He is psychologically confused.

I dare them to come after me for saying this.

Here’s the thing.

C-Fam fights this kind of thing every working day. We have fought the sexual left every working day for 26 years.

We will never allow such a thing in the UN context. We would fight this to the very end.

In fact, we helped to negotiate a hard law treaty that states “gender” is “men and women in the context of society.” Again, this is a hard law that established the International Criminal Court.

The Biden administration and the European Union are working hard to change this definition. There is a new treaty about to be negotiated on Crimes Against Humanity where they want to say “gender” is a social construct and therefore is completely elastic.

And they want to punish those of us who say Luévano is a man, just as they are punishing Rodrigo.

Deace Endorses DeSantis

Steve Deace makes the case for Florida Governor Ron DeSantis for President. He did not hold back his preference for the Florida governor for the last few months. But this time, he went all out and endorsed his candidacy. He gives a compelling set of explanations below. What I find really helpful is that Deace calls out Trump for going after Christie, yet also pointing out that it was Trump who revived Christie's political career by reaching out to him for advice on whom to appoint to head the FBI. You can't bash the guy on one hand, then hide the fact that you had reached out to him for help staffing the executive departments in Washington DC. That is all wrong. 

 And fundamentally, that is one of the biggest problems with Trump. He is easy to flatter, and enemies of his agenda get into the wings of power and undermine his agenda just by flattering him. And Trump has not learned from these mistakes. I have had enough of this. I also liked that Deace pointed out how we need someone to DO the MAGA, not just market or message the MAGA. That's a big deal. That's a huge problem on the Trump side. It has been all talk, no walk, no accomplishment, and he did not lead the GOP into restored victory in 2022. He has sided with the Swamp more, not less, since he left the White House, and most of the candidates he endorsed in 2022 were going to win anyway, since it was a conservative field, or they lost. DeSantis has accomplished immense policy victories over and over. 

When Deace shared that DeSantis should go after Disney's government perks and set-asides in the state, then DeSantis actually did it, I felt that Deace was reading my mind, too. DeSantis is creative and effective with government power. We need that kind of thinking in Washington DC, and we need that kind of bold resolve, as well.

I want that, too.  But I know that there will be no normalcy unless we surrender.  That’s when the yelling will stop – when we stop resisting the left’s insanity.
 
The left is not going to abandon its demands that we subsidize abortion up to the moment of birth.  And I’m not going to give in to that.
 
The left is not going to abandon its demands that radical Marxists indoctrinate our children with our tax dollars in our public schools.  And I’m not going to give in to that.

Normalcy returned to war-torn Europe only after the Nazis were defeated.  Normalcy will only return to America when the anti-life, anti-family, anti-religious liberty, anti-freedom of speech neo-Marxists are defeated.

Stop Transgenderism in Family Courts: Call CA State Senate to Stop AB 957

The very immoral, anti-parent bill, AB 957, on the floor of the California State Senate,

CAN be defeated with your help today, Friday night, and this weekend. Because when the Senate returns the afternoon of Monday, August 14, you don't want them voting on it!


As written, AB 957 is a very bad bill instructing family court judges to disfavor parents who have moral objections to their child "transitioning," and don't "affirm." Bottom line, support the biological truth and get your children taken from you!


Grasp that even the Democrat-run Legislative Counsel's Office has described AB 957 as: "This bill, for purposes of this provision, would include a parent’s affirmation of the child’s gender identity or gender expression as part of the health, safety, and welfare of the child."


So, as amended July 3, this radically-bad bill continues to require "a parent's affirmation of the child's gender identity or gender expression." Don't "affirm" your own child's transsexual delusion -- don't get custody! This is about as anti-parent as it gets.

The Democrat author of AB 957, Lori Wilson (shown above; see her Solano County district) claims her anti-parent, anti-free-speech, anti-religious-freedom, bill is "essential" because all "trans" children need to be "affirmed." And despite Wilson publicly claiming to be a "Christian," she ignores what the Bible says about transsexuality being being a sin.


What's the best strategy to stop AB 957 on the floor of the California Senate?


STEP 1: Call your own state senator -- at both the district and Capitol offices -- and identify yourself, on Friday, August 11, from 9am to 5pm. Leave your message with a staffer or via voicemail. Say something like, "I’m calling to urge Senator ________ to oppose AB 957. The amended bill fails to protect religious parents and violates Senate Judiciary Committee members' demand for religious accommodation. Don't punish otherwise good parents by taking away their kids. Oppose the amended AB 957!"


STEP 2: Call the 4 Democrat state senators who demanded religious accommodation in AB 957 in the Senate Judiciary Committee on June 13. When you call anonymously and after-hours (Friday after 7pm and all weekend), quote their own words back to them and call them a liar if they don't stand up and oppose this anti-parent bill.


Tell them, "In committee, you passed AB 957 on the condition that it be amended to accommodate religious parents. Well, the July 3rd amendment doesn't protect them at all. You need to stand up to oppose this bad bill. If you don't, you lied about it in committee!"
